Manufacturing Incentive Program
One of the areas of small business development which falls under the Ministry’s portfolio is the Manufacturer's Incentive program. This initiative was introduced in 2011 to give approved manufacturers access to Raw materials, packaging materials, machinery, tools, and equipment that are not locally produced through the waiver of import duties.
The Cabinet decision of 2011 allowed the Ministry to grant such waiver to applicants who satisfied the conditions that were established. The major condition for the grant of duty waiver is that the items produced must meet the CARICOM rules of origin criteria that are laid out in chapter 84 of the revised Treaty of Chaguaramas. Additionally, employment creation on import diversion (import substitution) is also highly considered.
In addition to the waiver of import duties, qualified Manufacturers may also be granted a waiver of the Antigua and Barbuda Sales Tax (ABST) and Revenue Recovery Charge (RRC).In respect of the ABST and the RRC, amendments to the relevant schedules will be made by the Minister of Finance on recommendation of the Ministry of Trade.
Manufacturers who benefit under the program must annually submit a list of items directly related to the Manufacture of the products for which the grant is approved. Items not directly related may also be included but will not be automatically granted these waivers; rather they will be referred to the Ministry of Finance for consideration.
The Ministry currently has in excess of 50 Manufacturers who benefit from this program. They are spread across several industries to include:

- Health and Wellness
- agro-processing (Jams and jellies, Meat processing, Dairy, Coffee)
